"Any time" really is any time! :) The birthday event officially ends tomorrow. Anything new sent after that date, I will list in a post in October's newsletter so that people know it has been posted.
After that point, I will still technically add new works to the page if people want me to. However, you then run into the dilemma that no one is checking the page, so there's really little benefit in having them added. My post to October's newsletter about the birthday will be the last birthday-related newsletter item. That's why I've been advising people to have stuff in by the end of September. After that point, it's probably in your best interest just to post to the archive where it's easier for readers to find the story.
