It would be a nightmare. Especially if many Sindar didn't know how to write. Dangerous as Beleriand was at first, I would say close knitted tribes didn't need trade agreements, but they would have come around someday. Similar to the Noldor habit to live in houses and build strongholds. Not something they would use everyday, but it has its uses.
