I've always imagined the Sindar like some immortal Bronze Age warriors with excellent memories, living in small tribes where everybody knew each other so there was no need for writing. If something was extra important, then there were the bards to put it into songs . Higher technology they received from somebody else – organization/learning/information from Melian, weapons from the dwarves - when it became necessary. Poor Daeron was in the wrong milieu with his runes. The cultural clash with the Noldor must have been intense.
