If I were designing a species to help me rule the world, I'd actually (assuming that I had the powers of a really major god), make them physically strong and resilient, and psychologically calm, co-operative and committed to the general welfare of society, intelligent, and incorruptible by normal means because all their reward-related emotional circuitry would be geared towards (1) loyalty to the ethical programme that I would instill in them and (2) loyalty to me. This would make them perfect satraps to govern humans, and would be a useful reality check for me. If my honest and loyal Orcish lieutenants objected to a policy, it would be a signal that I should reconsider, and either amend the policy or find a convincing justification for it.
